How strategy helps us find simplicity in complex scenarios

In part one of this series of posts on managing complexity with strategy I set out the world in which we operate – our lived experience – is a series of inter-woven complex systems.

I concluded by calling out three things:

  1. Complexity destroys siloed thinking and actions  
  2. Strategy is emergent, not reductionist
  3. Big data and computational techniques can help strategy overcome complexities  

This article explains how we can use strategy and strategic thinking to help us see simplicities in complexity . 

1. Using Strategy to Break Down Silos

Drawing on John Lewis Gaddis’ work, strategy “requires a sense of the whole that reveals the significance of respective parts.”

So, getting strategy right means having the ability to see the bigger picture contexts influencing a specific situation and understanding the implications of all the moving parts.

Or, as we discussed in Part 1: good strategists need to draw on that ecological sensibility that allows us to identify and join the dots from (inter)national policy development through to effective communication.

Some strategists do this more than others. For example, it’s common to see creative strategists highlighting the importance of anthropology in understanding the cultural and social forces at work influencing consumer behaviours.

Upstream strategy development, however, from corporate organisations to governments, is generated from schematic process charts – often divorced from the context in which they need to operate.

As good strategists we need to overcome this. Or at least help our clients overcome it.

But the reality is one of the biggest challenges to this is often existing business structures and client needs. Too often these create the same silos dividing up the different skills and strengths strategists bring to the table.

By tackling what IRIS’ CSO has called strategy’s “superiority complex,” however, we can begin to break down silos.

Writing in WARC’s Future of Strategy report, IRIS’ CSO claims we should be confident in pushing strategy as a discipline that “change[s] from a focus on advising on [one single aspect of a client’s business] to one that runs at the future” offering “new kinds of solutions to new kinds of problems” [my emphasis].

We can’t achieve this by being locked within silos. Silos created to focus attention on one part of a complex problem. A fact rendered visible and important in our Covid-19 world. 

2. Using Strategic Imagination to Overcome ‘Unknown Unknowns’

The second thing we need to understand is how to make sense of and apply strategic thinking to the inter-connected parts of complex situations that emerge. 

As I spoke about in Part 1, a good strategy is more than the sum of its parts. Reality can’t be comprehended completely and then a strategy implemented piece-by-piece.

This isn’t something clients or managers generally want to hear. But it’s the reality.

So how do we overcome this reality?

We do it using our imagination. In fact, devising and implementing strategy – despite the data, charts and ‘planner wank’ – is really a creative endeavour. 

Quoting John Lewis Gaddis again, strategy is “the alignment of potentially unlimited aspirations with necessarily limited capabilities.”

Doing this well means being comfortable with creating (or helping create) the vision for a desired end-state and knowing roughly how this can be achieved.

And the key phrase here is: roughly.

It means being able to hold approximations of possible outcomes in mind. To quote Donald Rumsfeld, it means factoring in to your planning the “unknown unknowns” of the situation. 

What I’m getting at here is: good strategy development and delivery requires a creative leap.

Which often, for clients and managers, means a leap of faith.

A more time-worn approach is articulated by the sixteenth-century Italian diplomat and political strategist, Niccolò Machiavelli. 

Just as data scientists will use computational models and machine learning to trace behavioural patterns so too did Machiavelli argue that strategy meant “seeking patterns – across time, space and status” by looking at situations from multiple perspectives.”

He wrote:

“those who sketch landscapes place themselves down in the plain to consider the nature of mountains … and to consider the nature of low places place themselves high atop mountains”

These ‘sketches’ of reality, Lewis Gaddis argues, “convey complexity usably”.

An artistic analogy is also used by Clausewitz to directly link good strategy to imagination. 

He argues good strategists are able to perceive and recognise reality quickly by deploying an “inward eye” giving them an ability to see what the “mind would ordinarily miss or would only after long study and reflection.”

So, good strategists deal with emergent, and, ultimately unknowable, realities by ‘sketching’ the complexity of the world as an interpretable concept and using imagination to infer the missing pieces of the strategic puzzle.

Using strategy as a discipline to “run at the future’s problems” enables us to out-think the deficient siloed approaches to tackling modern, complex problems. Similarly, recognising and championing imagination in strategic thinking and planning allow us to think and act in accordance with our world’s emergent realities. In turn helping avoid a reductiveness that attempts (and fails) to render the world as the sum of its parts.

3. Using Data and Modelling to Super-Charge 21st Century Strategy

There is another, more modern, way strategists minimise the imaginative leap of faith – using data and computation to plot the complexity of emergent systems to inform strategies.

By tracing behavioural patterns and mapping the different outcomes generated by strategists, (or usually the data scientists Dominic Cummings is so fond of) we can predict the likely results and regenerate optimal strategies.

Managing Complexity with Strategy

I’ve been sitting on some thoughts since January about the increased influence of complexity in the world around us and how strategy can help us make sense of it. With hindsight, they were all too timely!

But I’ve finally put (metaphorical) pen to paper and will publish them over several posts.

Let’s start with this….

Complexity is a reality.

People are complex. The world is complex. 

When we say this we usually mean it figuratively. As in, people are difficult to comprehend. Things that happen in the world don’t always make sense. It’s a surprising place.

But we can literally say that the world is a complex system.

Our reality emerges out of a continual interaction of things – people and other forces.

Dr Karoline Weisner, from the University of Bristol, defines a complex system as:

“something that consists of many elements that are interacting in a disordered way out of which is generated a robust order. There is nothing that controls centrally how things are supposed to behave.”

So far, so good. 

Things are complex. They are complex systems and processes made up of chaotic, interacting parts. 

From cells to the brain. From human behaviour to the development of cities and countries.

From weather systems to ocean currents; global markets and insect swarms to pandemics. 

The world is complex.

But what’s also important to understand is all these parts are also interacting with each other.

Complex systems are interwoven and embedded in one another.

So, the world is *really* complex.

What this means for strategy.

Of course, this doesn’t mean that as strategists we need to worry too much about *everything* at once. 

But bearing this reality in mind allows us to make some credible judgements about our work…

1. Complexity destroys silo mentalities. Comprehending and planning for complexity requires ecosystem thinking, although that may be a crude buzzword. Cold War historian John Lewis Gaddis argues: good strategy requires an “ecological sensibility.” Or as military theorist Carl von Clausewitz put it: “The man responsible for evaluating the whole must bring to the task the quality of intuition that perceives the truth at every point.”  

For strategists this means that being able to extend research and thinking across as many domains as is knowably possibly is a vital skill. More importantly, being able to spot and connect thinking to unknown or outlying fields, behaviours or domains is an advantageous ability.   

2. Complexity is emergent, not reductionist. As per this lovely illustration from @AlexMorris in the Strategy and Planning Handbook.

This means that strategy is a process, not a ‘thing’.

It also means that while research, data and insight are useful inputs for grasping the context to which you are seeking a strategic response, they are ultimately a springboard from which to make an intuitive leap to a solution.

Strategy is about making things greater than the sum of their parts. 

It also means that continual monitoring and course correction are super important to manage the ongoing and emergent changes taking place in the wider strategic context.

3. Applying scientific models and data analysis can help comprehend complex realities. This means that strategists empowered with data and meaty computing power can tap into the potential for predicting and simulating future scenarios (as per Dominic Cummings’ Grand Vision). 

It’s the logic Professor Shoshana Zuboff applies in her recent book The Age of Surveillance Capitalismwhere she argues the data and computational power needed to predict and modulate emotions and behaviour is already available to the big tech firms, Amazon, Google, Facebook, etc.

So what does this matter?    

Well, it depends on the level of strategy you are operating at.

Clearly, if you are a creative or comms strategist the ecosystems you need to comprehend and influence are perhaps smaller in scale than say a business strategist. For example, it might be the difference between analysing cultural, consumer, communication and your company domains (a.k.a. the 4Cs) and understanding macro-trends playing out in global economies, industry verticals, regulations, corporate and national cultures.  

And the scale expands again for a political strategist, say, or a national policy strategist.  

Here it’s about fully grasping a more complex series of domains encompassing national, or increasingly, trans-national communities and societies. Mapping the emerging patterns of behaviours, understanding what they might mean in relation to your desired outcomes and creating policy and legislation accordingly.

I’m simplifying vast and complicated tasks, of course.

But I want to also argue that such a simplification is entirely feasible and, for a good strategist, desirable.

Sun Tzu, for one, was a firm believer. He argued that simplicity co-exists with complexity. Gaddis argues that good leadership is able to see simplicities in complexity.

This is the goal for good strategists. I’ll write more about ‘how’ we do this in my next post.

Managing organisational complexity

My recent post on the #Occupy movement and how it can help organisations become more social prompted me to dig out and (re)read some of the great work written by the late and great anarchist thinker and writer, Colin Ward.

One short essay in particular, Harmony Through Complexity, started me thinking again about non-hierarchical and self-organising systems and how today’s ‘networked enterprises’ – to use McKinsey’s terminology – should embrace Ward’s clear and forward-thinking work to become better at managing the organisational complexity necessary to survive in the contemporary networked reality.

Originally published in 1978, Harmony Through Complexity is well ahead its time, drawing as it does on anthropological studies of tribal societies, linking this with the (then) still emerging field of cybernetics and distilling this complexity into a clear argument for the benefits of leaderless organisation.

Ward’s fundamental argument is that tribal societies, organised around informal and largely leaderless practices are far from simple or primitive as sociological or scientific “experts” in the civilised West believed. They are, rather, held together by vastly complex social arrangements that rely on customs, cooperation and collaboration to evolve and survive.

Such “socially-calibrated” practices are not, Ward suggests, representative of “society’s simplicity and lack of organisation, but of its complexity and multiplicity of social organisations.”

In fact, Ward argues, civil society institutions from Government through to NGOs and businesses can – and should – learn a lot from these social, self-organising arrangements.

Putting these anthropological insights into an organisational framework Ward fascinatingly makes the connection between these complex, tribal organisational forms and cybernetic management theory – still a relatively new idea in 1978 – which offers a novel way of approaching the management of “complex, self-organising systems”.

Without delving too deep into cybernetics or systems theory (See Joanna Beltowska and Amy Rae great presentation below for a handy overview of systems thinking) Ward draws on the work of British cybernetician William Ross Ashby to highlight the ‘Principle of Requisite Variety’.

This organisational theory demands that the variety of practices within a controlling system must be at least as varied as the system it controls. Or to put it another way, while we have traditionally attempted to ‘simplify’ organisational structures by creating discrete, siloed departments managed hierarchically, the reality is that effective organisational co-ordination and management can only come from an approach that is as social and complex as the organisation itself.

The full problem organisations face is brought to life by another British cybernetics pioneer and mathematician, John D. McEwan, who observed:

“First we have the model current among management theorists in industry. This is the model of a rigid pyramidical hier­archy, with lines of ‘communication and command’ running from the top to the bottom. There is fIxed delineation of responsibility, each element has a specified role, and the procedures to be followed at any level are determined within fairly narrow limits, and may only be changed by decisions of elements higher in the hierarchy. The role of the top group of the hierarchy is sometimes supposed to be comparable to the ‘brain’ of the system.

The other model is from the cybernetics of evolving self-organising systems. Here we have a system of large variety, sufficient to cope with a complex, unpredictable environment. Its characteristics are changing structure, modifying itself under continual feedback from the environ­ment, exhibiting ‘redundancy of potential command’, and involving complex interlocking control structures. Learning and decision-making are distributed throughout the system, denser perhaps in some areas than in others.”

So far, so good. But what can we learn from this? The top-down model is widely adopted and ingrained in current industrial and social practice. It’s the dominant model for government, schools, businesses, NGOs and most other institutions conceived and established in the industrial era. It’s how we used to operating so why should we change?

One reason we need to think about helping organisations to embrace complexity and become more social is that failing to do so impacts signficantly on their viability and sustainability.

Research by the Deloitte consultant and ‘edge’ guru, John Hagel, shows that the efficacy and performance of US firms has fallen significantly with return-on-assets down 75% from 1965. Not only that, but the current life-expectancy of businesses in Standard & Poor’s 500 has fallen from 75 years in 1937 to just 15 years today.

Significantly Hagel traces the cause of these downward trends to the mid-20th century when companies began to consolidate their structure and operations, rather than seek continual institutional innovation and adapt to the growing complexity of the social environment.

The significance of this institutional innovation is highlighted by Dave Grey from XPlane who, drawing on the work of Shell’s Head of Strategic Planning, Arie de Geus, argues that sustainable and successful organisations all feature three common traits:

  • Ecosystems: Long-lived companies were decentralized. They tolerated “eccentric activities at the margins.” They were very active in partnerships and joint ventures. The boundaries of the company were less clearly delineated, and local groups had more autonomy over their decisions, than you would expect in the typical global corporation.
  • Strong identity: Although the organization was loosely controlled, long-lived companies were connected by a strong, shared culture. Everyone in the company understood the company’s values. These companies tended to promote from within in order to keep that culture strong.
  • Active listening: Long-lived companies had their eyes and ears focused on the world around them and were constantly seeking opportunities. Because of their decentralized nature and strong shared culture, it was easier for them to spot opportunities in the changing world and act, proactively and decisively, to capitalize on them.

It’s interesting to see how a lot of this thinking is being converted to action in the more cerebral social agencies out there.

For example, you can quite nicely boil down de Geus’  active listening to ongoing research conducted across an organisation’s internal culture and its external social landscape; followed by a strategy stage where research insights identify organisational identity in shared-values or define the social capital that binds internal and external networks together; next this strategic vision is is used to shape an organisational‘ecosystem that enables networked communication – both internally and externally. Finally, all agencies should be creating evaluation frameworks for their clients to ensure they are continually measuring and improving the performance of their strategies in a complex organisational environment.
